New Rochelle School District Moves Forward With Capital Construction Work NEW ROCHELLE, N.Y. -- The City School District of New Rochelle is moving ahead with the second phase of a four-part, four-year construction project that will restore aging school buildings and ensure healthy and safe facilities for students and staff, the district recently announced.
