An off-duty officer came upon three men breaking into a car in the Beaver Hill section of town around 3 a.m. on Tuesday, police said. After calling for assistance, the officer and others chased two of the suspects down. The third got away. Arrested and charged with fourth-degree grand larceny, a felony, were Troy G.
